Can you identify this OEM clip kit?

I'm currently fit checking the lower rear vinyl top chrome strip especially along the sail panel of the new quarter I've fitted on. I'm wondering if the pictured OEM clip kit is for that chrome or something else.  It would appear from factory holes in original panels that there are 14 places to fasten, with 3 on each sail panel, so I doubt this set of clips are for this.  The previous owner tossed in a ton of well organized parts and hardware, but this one wasn't labeled.  Hints?

My guess...that's a partial kit for either 72-74 vinyl top chrome trim or 71-74 Cuda belt moldings...

Either way, I agree there's not enough to do either one correctly.
