Extra screws for window trim clips

I bought the trim clips for the windshield and rear window from Roseville I believe. They are C-8002 and C-8003. For some reason they have twice the screws needed. The windshield package had 12 clips with screws and 12 extra screws. The back window kit had 18 clips with screws and 20 extra screws. They also had the 2 space clips. Any ideas why I would need double the screws?
