How to clean the caked rust out of a Fuel Filler Tube

It is from a Challenger so it is pretty long. I used Electrolysis and it helped a little. The rust is really bad and I obviously don't want in in the tank. Any ideas? Thank you

If it's pretty rusty it might be best to get a new one or at least a nice condition used one.  Even if you get all the rust off yours it's going to need to be plated or something to protect it from rusting again.
