Need help Cuda hood hinge mounting with no inner fenders

That's perfectly acceptable but then you will have to fab up a support somehow to mount the hinges.

There are two thoughts around lift off hoods, one where they put it on their roof and the other is to use tall standoffs to show off the motor.

Sounds like you're stuck on using stock hinges. What I would do is bolt the hinges (without springs) to the hood, place the hood on the car shimmed up to where it is supposed to be. Swing the hinge bases up and make templates with your nut plates in the middle of the hinge slots. Other than that, find an original car and measure it all up carefully. I would probably make a box out of 1/2" tubing so it was rigid and triangulate the boxes mounting so it ties into the firewall and your upper frame tubes. You'll .be tacking it in a few times to screw around with it.
