Road Lamp mounting brackets... Mounting

So I got some repop Road lamp brackets and it looks like you simply undo one of the bolts holding the bumper up, but it doesn't seem to have a spot for the other Hole 2 bolt up, am I missing something here?

Please advise.

There doesn't seem to be anything to screw a bolt into on the bracket itself,
just the part that's holding the bumper on has something to bolt it to.

I found this picture online,  but on my bumper bracket,
I don't see a threaded hole for a bolt to go through for this part of the bracket

is your car a 70 ???
the repops are 71.
they will fit.
but there not correct.
and believe you me, some members will let you know.

That's just some photo I found online. 
My brackets are repops, my car is a 73.     
Not too worried about what's original.

therein lies the problem , you may be able to fit the brackets or add spacers

You need 70-71 inner bumper brackets to mount 70-71 road lamp brackets.  You could drill holes in your existing?
