Should a car with that scheduled production date have the HEMI fenders and tag?

Generally speaking, the "Hemi fender" and associated tag that went with it, started showing up around mid-March with an SPD of 318 and a VIN of 281xxx. As with everything with how these cars were produced, there were exceptions and nothing is "absolute", but this approximately when the the transition occurred.
