What is this bracket for?

I was at the Mecum auction, this weekend. I saw this, in the trunk, of the '70 hemicuda. I've never noticed such a bracket.

Not factory installed, may be a dealer item or something, but I'm surprised it was put back in place on a restored vehicle

There were a few oddities, with this car. The jack was placed under the spare, rather than on the left side of the trunk.
