On the build sheet of a 1970 Barracuda where would I find it listed if the car came with painted or chrome door mirrors?

Not sure about the build sheet but it will also be on the fender tag.
My 70 Challenger has:
G32 = Painted Passenger side Racing Mirror (right), manual adjusting
G34 = Painted Driver side Racing Mirror (left), remote adjusting

Line 7 under the G  GLASS-MIRRORS  G section. Below picture of that section (red square) and the mirror code(s) location (red oval).
The Mirror codes can be remembered as ODD numbers for Chrome and EVEN numbers for Painted.

Hmmmm, this is my build sheet. Am I reading this right, that the car came with dual chrome outside mirrors?

Yes, the G31 - Chrome Passenger Side Racing Mirror (Right) Manual Adjusting with G33 - Chrome Driver Side Racing Mirror (Left) Remote Adjusting provides dual chrome racing mirrors and you also have the G41 - Day/Night Rear View Mirror.

The portion of the Broadcast Sheet you posted also shows these C CONSOLE-SEATS-BELTS-FLOORING C options:
C16 - Console w/ Woodgrain (and Seat Belt holder in the back of the console)
C23 - Rear Arm Rest / Ashtray
C26 - Overhead Consolette
C55 - Bucket Seats
C62 - Driver's 6 Way Adjustable Seat
C93 - Carpeting

A complete list of option codes is HERE.
The Decoder pages would help you with the Broadcast Sheet and your Fender Tag.
