Factory Finish

Hey Guys,
On the inner fender aprons on both sides is a roughly 4X5 piece of steel (access cover) screwed to the apron. What was the factory finish on this part? Is it body color or black or something else all together. I'm assuming it is painted off the car otherwise there would be unpainted area underneath. So how are those finished?
