Clutch Neutral Switch

I recently obtained a rebuilt clutch neutral switch for a '71 Cuda 4 Speed.   When the switch is not depressed it registers as 'closed' on my ohmmeter.  When depressed,  the switch goes 'open'.       If wired to the starter relay,  this would mean that I would have to keep my foot OFF the clutch (and in Neutral)  in order for the car to start.   I thought that the purpose of the switch was to insure that you have have the clutch depressed when starting the car so that you don't accidently have the transmission engaged when attempting to start. 

Am I missing something here?    How could the operation of the switch have been reversed in the rebuild?  (The switch is installed properly)   ::)

The switch should close & provide ground for the relay with the pedal depressed .
how they reversed that rebuilding it I have no clue !
