How to bench test a voltage limiter

Title basically is the question. I pulled my dash and want to see if the voltage limiter is part of the problem. The repro ones are going for $80 :/ I would like to see if I can avoid that cost. How can I test this?

-ve 12vdc to the case. +ve 12vdc to the input spade lug. Place your -ve meter lead on the case and your +ve meter lead on the output spade lug. If the regulator is working, you should see a pulsing 12vdc.
By pulsing I mean close to 55% time at 0 volts, and 45% time at 12 volts.
