I'm going to give you a qualified "yes".   It looks like this device is designed to use a 12 volt power source for USB charging which, I believe, is 2.8 volts.  A battery or accessory power source could be used to feed it depending on whether you want it always hot or only when switched on. 

I can't speak to the quality or reliability of this part.   It would be coming to you as a direct shipment from China.

Yes... But it's designed to snap into a pre-existing hole in the Toyota dash & doesn't come with a bracket so you'd have to fabricate something....   There are more universal units available that would save you from having to fab anything..

There are several cig lighter USB chargers w/ two ports (ex on Amazon). 

I have this one, works well and is removable.

Yes you can put that in any car. I put one somewhat similar to that in my previous Ram truck. Took off the dash bezel and cut a hole that matched and it snapped right it. Then it is just a matter of finding a convenient 12vdc source to tap into.
As Wild says, there are many different ones out there. Search for one that most suits the vehicle you are going to mount it in.
If I was putting one in the Challenger it would be in the console storage compartment.  :alan2cents:

I had been kicking around the idea of 3d printing a mount to go on the end of the console with USB ports and a slot to slip your phone in.
Similar to how the cassette and microphone option mounted to the console.

I am powering a dash cam with a glass fuse tap to a USB cable. I believe USB outputs 5v btw. You could do the same with a USB port instead and just mount it in a nice way  :alan2cents:
