Is this a capacitor

What's hard to believe is the cost of the 340 went down from 1971 to 1973 model year. Maybe Plymouth just charged less than Dodge for the 340 option. My 71 Challenger and my 74 Charger have the Mopar capacitor that 1 Wild RT is talking about.
