Required bulkhead connections to start the motor?

I've been working on restoring my cuda for 4 years and I'm getting close. Will you tell me if the front light harness needs to be connected to the bulkhead in order to start the engine? All of the wiring is original/oem.

  Yes... Power to the system coming from the battery is on this sub harness as well as the wire to energize the starter relay....
