The first picture better be the passenger side with the oil filter mount there or you have a very unusual block  !!

' IF" one had access to a boring mill, I would first put on the transmission square it all up then indicate the holes and dowel pins to make a drawing of the bolt pattern and dowel pin position and crank center, Then drill and ream for 3-4 new pins between the bolt holes. Then put on the engine square it up then indicate the crank and then transfer, drill/ream the dowel holes I just did on the transmission.
But that is in a perfect world , with access to the right equipment.

RUNCHARGER

Yes, we're "laughing" without gas.
That one dowel hole looks like it will hold a dowel, that will help when checking the runout.
I got thinking if you can just get the housing square on the block and hold it there, you could grind a few square surfaces in the housing and then drill right through into the block to sink a few small dowels?
