Pushrod not spinning

So I have the motor out to do a quick cosmetic clean and paint while waiting on a set of headers.  I'm replacing a few wear parts while at it, timing chain was loose and the clutch.  While under the valley pan, I decided to check some things.  I marked each pushrod with a sharpie just to see how things were rotating while turning the crank by hand.  I have one pushrod that does not spin.  The lifter itself spins great but not the pushrod.  I can spin it by hand but it definitely clunks into a groove on the rocker and will not spin on its own even though the lifter is turning good.

Is this as simple as just replacing the one pushrod and rocker?  This is the only one that doesnt spin.

I dont know much of the history on this motor.  It is a 1968 383 block with 76-78 400/440 heads casting # 4006452.

Also, interesting stamps on the ends of both the heads. Anyone know what this means? Is that maybe just some engine builder's mark from the past?

You can just replace the offending rod, rocker.

The most important thing is the lifter spinning , changing the rod & rocker is all you need

Thank you both.  I had some old 440 heads lying around and debated re-using some parts but they were so cheap I ordered some new from Summit.
