NE1 deal with an aggressive dog in their neighborhood?

I won`t go into full details here but suffice to say one of my dog was attacked by a loose aggressive dog the other day, my two dogs were both on leashes on the road. Luckily my dog only had minor bite wounds and I hurt myself trying to pull them apart and falling back but otherwise ok. I am specifically looking for advice on how to get the dog labeled as a menace/vicous and have it removed from the home, I understand laws vary state to state. I would prefer to keep any more discussion to PMs. I also respectfully don`t need your opinions, thanks.
