Origin of odd wall art ?

My friend picked this up at a swap meet yesterday....just wondering if anybody knows the origins of what this might be or where it came from...
It appears to be manufactured, not homemade....about 1:25 scale, plastic I believe, and chrome plated...

Any ideas ?
