I know it's a long long long shot but?? 
Is there anyway to acquire the VIN if you have the license plate number in California?

A private detective might be able to find the car your after. And can't be very expensive.  Would definitely be worth asking a P.I.

If its been sold, no way a plate will lead you to a vin. I also think CA severely restricts this info as well.
