Title: WTH. Seat belts mounted there?

So I saw a beautiful black cuda on the Facebook page and noticed the rear seat belts mounted on the top of the back seat.  . .  What do you think they mount to?

I believe I've seen someone else have those or at least posted an engineering drawing showing the intended location from the 70's.

With a decent scab plate, they should be able to hold a pretty decent load.

I like the idea if you are hauling the kids around but it would definitely need some reinforcement on the speaker shelf. I suppose even a backing plate will offer more than nothing at all.
