Title: Body part assembly

I have a 70 cuda  and wondering. Can the rear Valance be put on if the rear bumper is on the car all ready?  or does it have to go on first to get the 4 top screws? then the bumper.?

It can be installed with the bumper in place

You're missing the rear valance brackets
