How uncommon is that?
I remember seeing a FE5 hemi cuda with red interior at MCACN some years ago, but I looked up my pictures and it's a different car. No vinyl top or luggage rack.
I think the luggage rack is the only option especially unusual on a hemi cuda. Not too many people ordered a hemi cuda worried about having extra places to put their luggage when taking vacations!
The only hemi E body I recall seeing before with a luggage rack previously is the 70 sunroof hemi Challenger that Steve Juliano owned. I imagine there were a few others but none come to mind.

They are asking $325k. Luggage rack is extremly uncommon on a BS23R0B car. I know of a few.

Well since you asked ... according to the 1970 Plymouth sales guide, the M91 Luggage Rack cost an extra $32.35.
What is the luggage rack's effect on value?? Hard to say. They can be found on less than 2% of the 1970 HemiCuda's that I know of. That makes them a pretty rare option. Normally, we think the rarer the options the more valuable the car is. My observation is that this applies more to performance related options first and then color, interior, vinyl top and stripes second. To me it seems the Luggage Rack is more like the tinted glass, rear window defogger and radio options whereas its presence (or lack thereof) has little to no impact on the cars overall value. I dont disagree with you..
On 90% of cars with M91 luggage rack I like it.
On a performance car that should have a wing I don't like it.
Doesn't really belong.
Neat if you drive the car and actually use the luggage rack..
