The only thing not scammy sounding about that listing is the aol email.  Scammers usually have a gmail address!
Tell the guy you need someone to put eyes on it before you'll be confident it's good enough for your concours restoration as NOS parts like this were often factory seconds that might not be ok, and where is he to see if you know someone in your network is near him to look at it for you. I bet he goes radio silent after hearing that response!

If you don't know him or about him... paypal only 100%

Did he send you pictures. If so, do a google image search on them.

Ask him what city he leaves and you can have someone inspect it.

And it needs to be in a wooden crate to protect it if shipped.
