Gap on backup light bezel

I am starting to put the backup light and tail lights back on the car.  I have the new foam gasket behind the light housing and I have rhe new rubber gasket between the light housing and the lens.  When I built it all on to the car, there is a gap at the top of the bezel, between the bezel and the light h ou using.  Is this normal? Am I missing another gasket?  Do I have it assembled incorrectly?
