Shoulder strap retainers?

 So I've got three of these brackets in my challenger, and it looks like a fourth was never put on from the factory. These look to be in the location of the shoulder strap retainer clips.
Is that what these are, and are they available anywhere other than used?

This car was an SE and I understand the SE came with a fiberboard headliner. Are these the same in all cars, or are these specific to SEs?

Also, the other picture shows parts with serrated teeth that were behind the rear seat. Are these for holding down headliner, or are these also SE only parts?

Shoulder belt clips are the same as regular E bodies..  The serrated parts are on every E body but do nothing on an SE
