1970 Barracuda headliner help

The last headliner I did on an E body was 30 years ago. Maybe someone can help me with a few questions. Do the bows in the headliner go over the padding or does it go between them? Do I need clips to hold the edges on? I think the last one I worked on was held by the little teeth on the sides. This is on a 5 bow headliner for a 70 Barracuda. Thanks.
