Retractable seat belt washers

I'm ready to install my restored retractable seatbelts on my 70 Challenger and realized I never paid attention as to where the washers go.  Do they both go on top or one on either side ?

If you have two, I would think top and bottom.  But I can't remember taking seat beat belts out in a long time so not really for sure on that.  You have the plastic cover too, right?

yes, there is a plastic cover and it all goes underneath the carpet.
