I would look at USPS, UPS and FedEx for the cheapest method.

If they are even in okay condition, that's a great price!  The passenger gears are normally in good shape too as they didn't get used as much as the drivers.

70-74 aren't all the same... Not sure when the change was made but I tried using some super clean 73 pieces in my 70 many years ago, found the regulator & the small cross shaped track are different, the track portion of the cross is in a different location on mounting bracket, If you use all the parts you might be OK but don't mix & match without double checking...
