Found this going through some old tools from my fathers gas station back in the day. Not sure exactly how this was used back then.

"The fixed end attaches to the end of the control arm, the moveable end goes to the portion of the control arm that the torsion bar slides into. The moveable portion should have a series of numbers or other indicators for height adjustment, set the adjustment the same for both gauges, and adjust the torsion bar until both of the level bubbles indicate level."
