Color under the dash; does it mean anything?

So, during the factory paint process they would have had the dash frame installed but not the actual dash pad yet?

RUNCHARGER

Dashframe would have been prepainted, then assembled, then the assembly installed into the car. The dashframe was not body colour, it was a suede finish.

E Bodies never have a body coloured dash frame  :waving:

So I'm lost. Were all dash frames the same color? A suede finish almost sounds like a textured paint. Most of the frames I've seen are a flat black finish. Why is mine blue? It seems like a lot of trouble to go painting a part that will never be seen.
