Convertible window seal to top

Does the top and sides of the convertible window seal to the top, external side?

I have Velcro strips there and I'm guessing by the way they are getting rolled up when closing the top they don't belong.  Is the window external side sealed to the top or free form?    The inside all sides and bottom external Is sealed and looks right

Appears the top was left down for a long time.   Will likely take it to a convertible shop in near future but wondering on the velcro.  And yes top is staying up now except when in use.  TIA

In process of changing the motor and cylinders hence the openness under the window.

There should be no Velcro there, you should be able to un-zip the zipper and actually lay the glass down flat anytime you want
