Inner Fender holes

Comparing the holes on a passenger inner fender that I found in the reference section with my 71 Barracuda original a/c car and wasn't sure of the four holes under the horns.  There was another hole above the splash shield, but after reviewing my old pics, it looks to be a bracket for a fuel line.  This car did spend some time at the track.

The four holes under the horns do not belong, everything else looks good for an AC car....however it's my experience, that some times it's better to weld up the holes and re-drill  for the self tapping holes in case they are stripped out..
