I think you're seeing some dirt. They just got it in this week and it's been in storage for a year. It does need to be detailed and could be a very nice AAR. BUT, not as nice as mine. 

It has potential.

What I thought that's odd is the dash looks  clean. If the steering wheel has that much dust/dirt wouldn't it be elsewhere?

Looks like good old mold from sitting. Shows up nice with the camera flash on rubber parts.  It likes the rubber and vinyl interior pieces.
