I believe "zinc dichromate" is the correct term.  Some call it yellow or gold zinc.  It's the same coating that is applied to the wiper motor barrels and some other fasteners on the car.

The mechanism can be removed from the mast.  The mast has some "tabs" at the ends to prevent the mechanism from being removed accidentally.  You will have to use a screwdriver and "spread" the mechanism a little to get it over those tabs. 

After you get the assembly put back together, I would consider it "for show" only.  Carry a newer style jack in the car in case you get a flat.
