Any Power Top Experts?

I converted my manual top '70 Barracuda to power about six months ago.
The hydraulic lines and lift cylinders came from eBay and I installed a used pump.
The lines have been bled, there are no bubbles present. 
The frame has been well lubricated, there were no issues raising and lowering the top when it was manual.
It will only raise about 20% of the time.  The left side tries to lift but the right doesn't seem to want to work.
It'll lift with just a little help on the right side.
It lowers with no problems.
I just replaced the pump with another used unit, the results are the same.
Does anyone have suggestions or additional troubleshooting advice?

It sounds like a cylinder issue to me.

Are you running the engine and increasing the RPM? My top will only go up so far with the car off.

From the Service Manual
To Raise Top
Remove boot, operate engine in neutral slightly
above idle
and hold switch control in the Up position.
As dowels seat in their sockets, pull header down
firmly and push locking handles forward until catches
engage.

BTW, I'm not a "Power Top Expert", nor do I play one on TV.

Thanks for the replies.
Running the car at higher idle didn't work.
The left side works consistently well, the right moves a bit but won't lift at all.
It takes just a little bit of effort to get the right going enough to raise the top.
I'm thinking the right side ram is weak as well, so I'm ordering a another today.

Is it not possible to swap lift cylinders from side to side to see if the issue follows?

Here's another option to buying from eBay. Maybe call them for "Tech Support", they may have some suggestions. After all they are America's Convertible Headquarters since 1976

Update
Thanks for all the replies.
The more I watched it, the more the right side seemed to be struggling.
Although both cylinders were bought new at the same time, I guess it's my luck one was defective.
I ended up purchasing and installing another cylinder.
It's been working consistently for two weeks.
