I assume it's normal for the M46 scoop to have that black phosphate screw showing? It just looks a little out of place on an other wise clean and smooth piece

M46 scoop details

Check out that link above.  If there is a detail I missed I can always add what you notice,or don't notice. 

Actually you would not see the screws on an original scoop.
The top two mounts were studs that went through the body which was stamped to except those bolt studs.
  The bottoms of the scoops would have had 2 or 3 black screws but were not visible while standing along side the car. 
  None of the reproduction scoops have studs in the tops.  Harm's did a run and they did have the boss that holds the stud but no stud worked into the boss in the process of manufacture. 
  In Ron's defense, he tried to find a set for sale.  I purchased a set while he was restoring this car and I would have sold them to him but I think the cost was prohibitive .  So he had a set scanned and printed, or made somehow. 
  I'll have to ask who had the originals he scanned.  I am curious.
