Both the Cuda and Challenger bulge hood scoops are too small and too far back to make any difference in air flow.  The only thing it may do is allow some heat to escape while you are sitting still.  I once saw some painted red that looked good and was different.
I opened my Challenger scoops and the engine temps went up. I attributed it to the ability for the air to flow through the rad was reduced by increasing the relative pressure behind the rad by air flowing into the engine compartment via the scoops. You can also increase cooling by raising the rear of the hood to allow air out - which is kind of dong the opposite of opening the scoops. Just my own opinion.
