Correct Radiator size

I was at a car cruise this morning and saw this 70 R/T. I saw this same car 10 years ago and took many pictures of it because it was a one owner survivor car in really great shape. He sold it a few years ago and the new owner had it repainted. It is a U code but has a 22" radiator in it.
It is a non air car but I thought all 440's would have a 26" in it. The fender tag calls out a 22" so I guess I am wrong.

Same for a 440-6 with a 727 and 3.23 .
