I spoke to the owner as well as the dealer.  Owner bought it as is and knows nothing about what was done to the car.  It's  located on Long Island so I'll arrange to take a look at it when I get back from my Florida trip.

40K for a so-so quality clone doesn't seem like a screaming deal to me.  I'd be embarrassed to open the hood or trunk in public until getting those areas repainted from black to match the rest of the car for one thing.  In the 40K range one should be able to buy a very nice stock G code Challenger convertible.  Easily dress it up like an R/T or A66 if desired, make some simple mods to warm up the 318 a bit or drop in a 340 or 360, rather than take a chance on a car that was obviously not done by a Mopar expert and would need work to fix the mistakes.

Again....entry level car....people who would love to own a cool looking Mopar...unfortunately that seems to be the price of admission these days...

I've been watching it. It looks like a nice driver. It's pretty tough to find a decent driver e-body convertible under $40k these days. There's a burnt orange one in NY right now for just over $40k. Not many other options.

Haha that's the other option I was talking about. It's a little rough around the edges as well. I think it needs a new top.
