Maybe he's not including the 95% of sheet metal that's surface rusted in his estimate? 
That upholstery on the seats is awful, where is the "my eyes they burn" meme when you need it?
It would likely still be good bones for a resto mod or hemi clone project, but not anywhere near that ask.
