That car has a couple of issues. Yes, the hood and also the rear pan is for a 73 - 74 with the license plate extension.
That is a 41,000 speedometer/odometer from a 70 non rallye.  ;)

the '70 "Challenger ONLY STANDARD" speedometer found its way into 1971 Barracuda & Challenger STANDARD gauge clusters in the January - April 1971 timeframe
