even when in  off  my blower fan is still running Is the normal I do not remember it doing this before??

Was that a rhetorical question ? Off means off. Short somewhere, possibly in the switch.
Going to have to check connections, fortunately there aren't many to check. Start by checking the switch. Easiest is the "jiggle" test. This really is a diagnostic tool. Shorts can be found by jiggling connections and wires to locate shorts.
Have you done any recent work around the column/switch area recently ? Or did it just start to happen out of the blue ?
