Being that you are using ATT Air, it is possible whatever IP range that you are being assigned is on the CloudFlare block list. Considering you are able to access the site with a VPN supports that theory.

So today I tried both firefox and chrome on the macbook at home. The home page worked regardless of connection but the forum gave me 403 errors. Interestingly enough, unlike last time VPN made no difference.  Forum got cloudflare 403s both ways. 

Both Chrome and Firefox worked for the forum when I went into private/incognito windows.  I don't use Chrome on this system normally so I doubt it was a profile issue.

Whatever, I have access.  Wish I knew why its being problematic.  I don't have issues anywhere else.
