currently here in NV (& I'm pretty sure it's just the counties w/Las Vegas & Reno), if you don't have 25+ year old classic car/rod plates - everything back to 1968 model year need a smog check (year appropriate, not current standards)
& if you do have classic plates -  you fill out a legal document/affidavit of your actual yearly mile use < 5,000

I don't think "our" musclecars are the target of the new legislation (just a bonus byproduct  :pullinghair:) - it's the 25+ year old "beater" daily driver & landscaping trucks that are running classic car plates to avoid smog testing
but you can't make a law discriminating against those vehicles/owners (lower income) ************** and yes the solution is **** give them a new electric vehicle  :stop:

The 5k miles a year was supposed to curb abuse but they do not audit or enforce it. Fill out the affidavit and they take Joe Isuzu's word for it.

So instead of enforcing the existing law.. they create another that is by leaps and bounds worse. More restrictive that will generate more gubberment and effect those not abusing the system.... it's a feature not a bug.  :tired:

OK. In this instance, let the crazy stay in NV and don't let it spill over to CA. Here anything 75 and older do not need smog tested. I don't drive my 73 more than 5000 miles per year.

There are restrictions to antique plates up here in NH and there is some abuse of it but not a huge issue due to the salt and brine they use in winter most vehicles rust out and break in half after 10-15 years.  :verymad:

I believe non-car people are a very unhappy lot and they want to bring everyone down to their level.

Just mention private jet and yacht emission accountability (or lack of) to your legislature and they'll back off.  https://www.buzzfeednews.com/article/lesliefinlay/how-celebrity-private-jet-emissions-affect-environment

The greenies go after easy targets like old cars, I guess it makes them feel better because they somehow think that eliminating a few old cars from being driven will save the environment.
