New Design Needle and Seat

One of my AFB carbs is acting up. The car is not idling and seems like one of the floats is not working right.I popped the top off the carb, looking for any debris that might be blocking the needle and seat. I found what looks like a different design, from what I'm familiar with. Has anyone ever seen, or had experience, with a design like this?
