Only the Barracuda 340 and Challenger 383 sold by Chrysler France assembled at Nékaf (Rotterdam) didn't have a fender plate and engine number.
But also the Barracuda and Challenger 170ci and 225 ci sold in Belgium. The cars arrived in parts in Rotterdam to get around the taxes. (CKD, Complete Knock Down) Cars assembled at Nekaf have a VIN number starting with 08. Nekaf assembled 192 Challenger and 192 Barracuda in 1970 "US. Plants, Export import Division K.D Units"
Chrysler France special orders have a fender plate in 1970 there's  3x Cuda 440 six pack, 2x Barracuda 383 , Hemicuda
A Barracuda 70 that wants to be as big as a Cuda Trans am.

When I had my  factory 1968 R/H  drive 383 S fastback  barracuda which I had Brough 4 my ex-wife  way back in 1990 it also had a tag on the left hand inside fender  like yours . The only difference it read product of Chrysler South Africa.   One thing  if I could share and learned that the U.S build formula s cars had the s badge on the front fender very close to the door .But the South Africa build s cars had there badge up high on the back pillar between the back screen and back side window .  :australia:
