Its correct for all 1971-4 models B and E with console depending on the bottom shroud...will also fit A-body and C-body used with the pedestal base .
A picture of the underside would be nice to see if shroud has console lip and if mounting plates are there, as that would make it correct for a console mount.
Looks like a small piece of the top shroud missing on the right side.
Primary knob is incorrect but will do the job.
They are all over the map $$ wise, but a quick check of ebay shows a lot of hopeful sellers in the average of $900.00 range....dont ask if it works hoping for a better deal,  they almost never do.
If you had to have it I would start at $350.00 offer if its complete, and be prepared to go higher.
Or if he doesn't know what he has , start lower, you might steal it for around $200.00
