How do these things work? Are they plastic and just sit on top?

Yes you use silicone as an adhesive and wedge things between the cap and windshield while it cures . To the trained eye it is noticed but most people do not . I felt it was better than looking at all the cracks in mine .  I finally acquired a pad without cracks . It is no Ac  cap .

they work great compared to torn up dash I didn't even put the silicone on mine.

 My sons 71 Challenger has a dash cap in it that we installed in 2004. Looks okay for what it is.  Here's a couple of photos of one installed in the 74 Charger I'm currently working on. I used SEM to dye the cap blue. It looks okay.
