Plastic loop, LH frame, under z-bar pivot

R/T's 4 R/P

As I was disassembling the car I noticed that under the ball-pivot for the z-bar, on the top surface of the frame rail, was a single hole and what remained of a white plastic loop.
What would that have been for?
I've had early production cars and this is not there.
The car has a SPD of 4/5/70.

The only thing I can think of was to hold the speedometer cable?

That is what was on my car when I bought it in '91.  I've also seen that used by MoPaR in that same location across other lines in my junkyard expeditions.
