Balancing tires without weights ?

Static balancing uses regular rim edge weights on the inside and instead of using the same style on the outside rim edge, uses a correspondingly suitable weight a couple inches inside the outer edge. Then it is spun like dynamically balanced wheel to ensure proper balance. The end result is identical.
That sounds like the balancing just done on my 15" police wheels.  Each wheel got a single hammered on weight on the inside lip and a small adhesive type weight placed near the hub on the inside. I have no weights visible on the outer lip. The adhesive weight is shallow enough so that the front calipers clear it.
